Workshop Summary
ROW Management is much more than managing utilities within a public ROW. It is a multifaceted challenge that municipalities are faced with to effectively manage all users of this public realm. This workshop will be focused on how a municipality can develop a ROW Management strategy with the use of a “Critical Questions Checklist” when addressing matters within the public ROW. The workshop will be organized and presented by way of “The ROW Management Strategy Wheel Concept” that will help participants in addressing the key components of ROW Management and their interconnections. Together, using various scenarios that align with each part of the Wheel Concept participants will work through the “Critical Questions Checklist” to gain an understanding of what should be considered in the development of effective ROW management strategies. In navigating through the Wheel Concept, participants will address each of the Wheel Concept parts:
- “The Hub” – Legislation/Regulation;
- “The Spokes” – Governance Documents (Bylaws/Policies/Procedures/Guidelines/Standards); and
- “The Rim” – Permitting and Inspection/Enforcement.
The workshop is designed to be interactive and will be facilitated by experts in ROW Management strategy development.

Workshop Objectives
Target Audience
The objective of the workshop is to empower attendees with the critical questions to ask when developing a ROW Management strategy and to demonstrate, through several scenarios, the utilization of the “Critical Questions Checklist”.
The workshop is a must attend for:

Workshop Delivery & Scheduling
The workshop will be delivered in 3 separate rooms with each room facilitating a one hour session on a specific aspect in the “Wheel Concept” – The Hub, The Spokes and The Rim. Each delegate will start in an assigned room and will move, in an assigned sequence, to a different room at each of the two breaks. The focus of the rooms are as follows:
